The Shanghai Composite added one percent to 3,949.91. India’s Sensex rose. Britain’s FTSE 100 added 0.9 percent to 10,750.57. American futures were higher. Japanese markets were closed through Wednesday for holidays.
The cause was a sentence from Scott Bessent, delivered to reporters after meeting Chinese Vice Premier He Lifeng in New York on Sunday, ahead of the Trump-Xi meeting in Washington later this week. The United States, he said, had a very successful engagement with the Chinese side.
He added that the talks touched on trade and AI. The two countries have been discussing reciprocal tariff reductions on $30 billion of goods from each side. China’s Foreign Ministry confirmed on Monday that Xi will pay a state visit. Trade, tariffs and AI safety are expected on the agenda, along with the Iran war and China’s ties with Tehran.

Falling oil prices were doing work in the same session, and ING’s commodities strategists noted profit-taking after the recent jump alongside hopes for constructive discussions at the General Assembly and the Trump-Xi meeting.
But the language is the story, and it is worth learning to read because every operator receives versions of it constantly.
Successful engagement is a phrase with a specific property: it describes the meeting rather than the outcome. It is true whether or not anything was agreed, which is exactly why it is used. Compare it with what a genuine result sounds like. We have agreed a framework. Both sides will publish terms by Friday. Tariffs on the following categories come down on 1 November. Those sentences contain commitments and dates, and the person saying them can be held to both.
Any supplier negotiation produces the same two registers. When somebody comes out of a meeting saying it was a really good conversation and they’re very positive, you have learned that nobody walked out. When they come out saying they’ll confirm the volume discount in writing by Thursday, you have learned something you can plan against.
The professional discipline is not to dismiss the first kind. Atmosphere is real and a relationship that has gone cold is a genuine problem. The discipline is to keep two separate columns and never let warmth migrate into the commitments column, because it is remarkably easy to find yourself six weeks later having staffed up against a mood.
